Bid Opportunity Description:

Essex Cement Company (“Essex”) announces an upcoming bid opportunity and seeking qualified bidders for Barge Mounted Ship Unloader (“BMSU”) Electrification Project complete supply, installation, and commissioning solution pursuant to partial fulfillment of the Port Authority of New York and New Jersey’s Clean Ports Program: Zero-Emission Technology Deployment EPA Grant Award 96275025 at our Essex Terminal location, Port of Newark, NJ.

Responses related to this announcement are due in full by the date of the Bid Period Opening.  Any responses related to this announcement to the RFP Managers after the date of the Bid Period Opening shall not be considered.

Project goals are:

  1. Convert pneumatic cement unloader barge “TA-3” to electricity by replacing its eight (8) Tier 3 diesel engines with eight (8) electric 600-horsepower engines or other configuration of electric motors that fully substitute for the (8) Tier 3 diesel engines without impact to discharge rate.
  2. Connect to shore power to ensure power supply for electric engines.

Project scope will include the following installations.

  • The Medium Voltage cable from the point of delivery from Port Utility.
  • The interface of the Medium Voltage cable to the barge.
  • The electrical installations and modifications to the barge.
  • The automated operation of the electrical system and automation integration to the terminal system.
  • Other equipment required to accomplish the electrical conversion including the electric motors.

Project scope is to include engineering, project management, scheduling, materials & equipment procurements, installation works, commissioning and testing to meet the project goals & for all installations.  Project implementation is to be performed and concluded in such a manner that Titan can maintain ABS certification as needed for barge stability and seaworthiness.  This project is wholly or partially funded with United States Environmental Protection Agency funds. Therefore, funding availability is dependent upon continuation of the Clean Ports Program funding. Bidders must comply with all applicable federal requirements. A complete bid scope of work, specifications, EPA Grant General and Specific Term and Conditions, Essex Cement Terms and conditions, and proposal evaluation plan will be provided to qualified bidders with issuance of the formal Request for Proposal (“RFP”).

To receive the RFP in accordance with this bid opportunity, a prospective bidder shall satisfy the following criteria, and be prepared to provide a narrative and evidence demonstrating these abilities with their response to this bid opportunity announcement:

  • Demonstrate capability of providing a full scope to meet the project goals, including references to performance of similar projects.
  • Have design and construction management experience with like-type projects, with preference towards marine terminal electrification efforts, with a minimum of 10 projects or 5 years of working on projects of similar size, use and complexity. Essex reserves discretion to determine if submitted projects are like-type.
  • Experience with permitting like-type projects, with engagement and facilitation with public stakeholders.
  • Experience with procuring goods and services under Build America, Buy American requirements under the Infrastructure Investment and Jobs Act (IIJA) (P.L. 117-58, §§ 70911-70917).
  • Have all certifications and licenses required for providing electrical engineering/consulting services under a public infrastructure contract.
  • Have, or can secure satisfactory insurance coverage including Commercial general liability, Professional liability, workers compensation, and Auto liability policies.
  • Able to provide satisfactory performance guarantees and warranties for their work.
  • Able to comply with Environmental Protection Agency General Terms and Conditions, Effective October 1, 2024.
  • Able to comply with Environmental Protection Agency Specific Terms and Conditions.

Bidders will be required to propose their services and supply under a phased release concept (e.g. – engineering, long-lead equipment, balance of equipment, installation materials, delivery, installation/commissioning services, etc.) as further detailed within the RFP.

Based on the quality and quantity of the proposals received, Essex may award Contracts to one or more bidders.  This bid opportunity is to participate in a formal Request for Proposal.  Essex may review submitted proposals on receipt.  This procurement is conducted in compliance with CFR Title 2, Subtitle A, Chapter II, Part 200, Subpart D Procurement Standards.  Bids submitted after the bid period closing will not be accepted without preceding express authorization of bid period extension by Essex, where such authorization (if granted) shall also be granted to all bidders participating within the Request for Proposal.

Interested firms shall contact Essex’s RFP Manager (Mr. Rory Reynolds at rreynolds@titanamerica.com), including the RFP no. in the subject line.  To be evaluated to participate, prospective bidder must provide evidence that their business provides goods and/or services relevant to the bid announcement and has the resources to perform the work if selected, including the ability to meet Federal requirements and standards.

Qualifying prospective bidders will be asked to sign a confidentiality agreement, and once executed, will then be provided with the complete RFP package at the opening date of the bid period, including detailed bid scope, specifications, evaluation method, and other content relevant to this bid opportunity.

Qualifying prospective bidders must meet all requirements of the RFP package for bids/proposals to be considered.  Essex reserves the right to exclude prospective bidders from the bid opportunity that do not provide the relevant goods and/or services, will not commit to satisfactory confidentiality requirements, or whose participation would fail to meet the above referenced federal procurement standards, or Essex policy.

Qualifying prospective bidders will be asked to sign an “intention to bid” letter within fourteen (14) calendar days of receiving the RFP package.  Any bidders that will not sign this letter will be automatically excluded from any further communication and submitting a proposal.

Prospective bidders are encouraged to disclose any business classification status as a “disadvantaged business enterprise” and any previous suspension or debarment from federal procurements.
